Throughout the 8 absurd years of the Obama regime, the Mandator in Chief made “climate change” an overly absurd priority…and the latest figures that can be had, that are anywhere near verifiable, come from 2013, which state that up to that time, Obama had poured $77 BILLION of our taxpayer dollars into…
Mandating the weather.
Those numbers came from the Congressional Budget Office and even they contend that the $77 BILLION dollar figure was too low…and now, after another 3 years of Obama’s pet project…one can easily see where the total is most likely well over $100 billion U.S. taxpayer dollars.
So…cut it all out of the budget?
Right?
Not so fast…as it would be nearly impossible to make it so simple.
What Obama did, for 8 long years, was strap “climate change” spending to other bills, and bury it in government agencies where a good deal of it, if not the majority of it can ever be found.
And of that which CAN be discovered…it is so interwoven into legitimate legislation that to undo it, entire programs will have to be defunded…which would of course, cause programs that ARE legit, and DO help people and businesses, to be uprooted and cast aside.
Let me give you just a few examples as recently cited by Bloomberg…
- Did you know that The Department of Agriculture created “climate hubs” to help farmers and ranchers cope with extreme weather.
- The Department of Health and Human Services began analyzing the effects of climate change on occupational safety.
- The Bureau of Reclamation started a program called “West-Wide Climate Risk Assessments,” measuring changes to water supply and demand.
- The Bureau of Indian Affairs created the Tribal Climate Resilience Program.
- The Agency for International Development created a program to help “glacier-dependent mountain areas” deal with the risk of those glaciers melting.
- Were you aware that…In 2012, the Federal Highway Administration made climate-adaptation projects eligible for federal aid?
- Last year, the Department of Housing and Urban Development awarded $1 billion through its Community Development Block Grant program to projects protecting against climate change-related natural disasters.
- The budget for NASA’s Earth Science program increased 50 percent, to $1.8 billion.
- Funding for the U.S. Global Change Research Program, which is mandated by Congress to report every four years on the state of climate change, rose 45 percent to $2.6 billion.
- At the National Science Foundation, the geosciences program almost doubled to $1.3 billion.
Here’s the problem…those listed above are just the ones where the link to “climate change,” also known as “THE WEATHER” are expressly stated…there are perhaps HUNDREDS of spending line items directly related to “the weather”, linked to other innocuous bits of legislation, that cannot be easily identified by the title of the program…or perhaps can’t be so identified at all.
Last week, President Trump’s Budget Director, Mick Mulvaney said “As to climate change, I think the President was fairly straightforward saying we’re not spending money on that anymore. We consider that to be a waste of your money to go out and do that. So that is a specific tie to his campaign.”
Indeed, CANDIDATE Trump did make that clear, but the problem for PRESIDENT Trump, is that absolutely NO comprehensive list of “climate change” expenditures exists. None. Zip, zilch, zero. Obama, and liberal “climate change” loons knew full well, that down the road, someone might come along that didn’t want to waste the taxpayers money on such nonsense, and so they hid such nonsense where potentially, nobody could find it, and pull it out by the roots.
It is a high-stakes game of hide and seek, with Obama and liberals in congress thinking they’re the masters at it.
Houston…we have a problem…if there is no way to identify where the vast majority of “climate change” money is being spent, because most of has been hidden by smoke and mirrors, it seems there would be virtually no way to end that spending.
Houston…I may have a solution…
Since there is no list of what needs to be pulled from the budget related to climate nonsense, and because no agency is likely to willingly identify their own spending nonsense…how can we, or President Trump ferret it out, identify it and do away with it?
It may well be more simple that it appears at first blush.
Here’s my fan and Windex solution…
Create a whole new agency, and for lack of a better name, let’s call it the Federal Bureau of Common Sense…and staff it with people who are devoted to cutting federal spending with a specific eye on “climate change” for starters.
I know, the last thing we need is to be adding a new government agency, and racking up more spending in the process…isn’t that like throwing good money after bad?
Not if this is done the way I would like to see it done.
If you create a new federal agency, that agency has to have a budget…right? And the folks working for that agency have to be paid…right?
Of course…but…let their budget, and the pay for those employed by the Federal Bureau of Common Sense be garnered directly by the amount they identify, and get cut from the existing overall budget…at a rate of 10 percent.
In other words…find $100 billion dollars of “climate change” spending, identify it and get it cut from the budget and the Federal Bureau of Common Sense has $10 billion dollars at their disposal with which to pay their employees.
Let any member of any government agency identify any wasteful spending, and if it gets cut from the budget…that individual gets 5% of what was cut. That would lead to whistle blowers from every government agency stepping up to the plate in the hopes of getting their own piece of the pie.
Greed is a very motivating factor, so while we’re at it, let’s kill another albatross with the same stone…
There will never come a day when congress votes to cut their own salaries…so…cut them in on this action if, and only if they DO vote to cut their own salaries. Let any member of congress, who identifies and CUTS nonsense spending…like doling out our hard-earned taxpayer dollars on treadmills for shrimp…do so and reap that 5% reward in place of any raise in pay.
If such a system were to be put in place, in no time at all, members from each and every federal agency would start singing and members of congress would be directing the choir.
Think about it…it would be far better to only be spending up to 15% on cutting crap OUT of the federal budget than to be spending that, plus the other 85% on absolute waste. In short order, our federal government would go from the bloated pig that it is today, to a lean, mean machine only spending on what is absolutely necessary, and it would put a good deal of lobbiests out of works at the same time.
Is there a side benefit to all of this?
Of course there is…
Those reaping the monetary rewards would also be paying income taxes on what they earn, by saving us all money…tax dollars that go back into the pot to only be spent on worthwhile items, by members of congress hell-bent on cutting the fat from the budget while adding weight to their own bank accounts.
Naturally, there would need to be rules…such as…no member of congress that sponsors a wasteful spending bill, or votes in favor of one can get any cash back for later identifying it and cutting it.
Of course, this would all work better, like a finely tuned machine, if the President had the power of line-item veto…and 10% of any money thusly saved by such a veto would go directly toward the care of our veterans.
Doesn’t it make more sense that instead of throwing a lot of money at trying to change the weather…we toss just a bit of it at actually changing the budget for the better?
Winner, winner…chicken dinner.
All of this leaves one last, very important question…what becomes of all the money, less the up to 15% that goes into the pockets of those who make the cuts?
Easy…give it back to its rightful owners…the American taxpayers…as a bonus from Uncle Sam.
Sure…some people paid more into the system than others, so how do you figure out who gets what as a bonus? How about this…spread it out equally, to every American CITIZEN who earns less than $50,000.00 per year, and let them do with it as they will.
It doesn’t really matter how big, or small, each individual taxpayer’s bonus check is…it’s the fact that they have a tangible piece of evidence that people they elected are working on their behalf for a change that counts.
The fastest way to drain the swamp, is to give the alligators and snakes a reward for pulling the plug themselves.
